Spouse Citizenship

This is one I'm not sure about and before I start to research, I'll ask the group their opinion. Since I am a citizen, my wife is eligible for citizenship after two years of residency with me in Italy. We are in France but have not yet switched over to "official" French residency which means we are still resident in Italy. The two year anniversary of her residency is in July. Here is the problem. Her PDiS expires in May. Does she need to renew that before she can apply for residency?
I ask because for her to be resident in France and have French medical coverage she has to apply for the French version of the PDiS and it would be much easier if she was an Italian.
