second ERV application after a denial

We were denied Elective Residence Visas primarily because we presented a one year lease. We now have a long term lease but do not know if we have to go through the appeal process or if we can just re-apply with this new documentation. We are retired have plenty of income from SS and pensions and are not members of any fringe organization.
Does anyone have a success story regarding approval with a second application? Are we required to go through the appeal process before we submit a second time? Any advice would be appreciated
