Returning but Identification Card expired

I lived in Orvieto for 18 months and was successful in renewing my initial one year PdS for 2 years. I had to return to the USA (my mother is 92) and was unable to renew my Identification Card in 2018. Must I start over again to obtain a 12 Month Residence Visa or is there a way to renew my previous Identification Card?

Italia is my one true love, so I am hoping there is a way to continue with the process (I would prefer not to have to repeat the very time consuming process and bureaucracy again).
