How to become resident in Italy

Hi folks, my name is Ron and I'm hoping for some info regarding becoming resident of Italy. My wife and I am South African hence not part of the EU. We are however currently temporary resident in Spain until 2022. However we wish to move to Italy for various reasons. we are retired and live off rental and investment income derived from South Africa. Having done some investigations in South Africa while there late last year it became apparent that we could apply for an Elective Visa however there is a need to prove Euro 37 000 per couple to be considered legible. ( too much for us). I have since been in contact with a company within Italy that suggest they can ..."at a huge price".. resolve our residency challenges and that all we need to confirm is a bank balance having the above amount deposited in it to be legible for residency there. As we currently reside in Spain, we are required to apply here for the "Elective Visa" but I have no idea of what type of financial qualifications the Italian Embassy in Spain will require prior to them giving me an Elective Visa ..... I am really keen on picking peoples brains on how they went about obtaining ( non-EU citizen) residency in Italy It was also suggested that I could open a company ( dormant) in Italy which will allow for a 5 year resident visa and allow for a fixed tax rate of 5 % of my worldly income over the same period... Please offer thoughts, suggestions, experiences etc .... kind Regards for now.
