Processing Time US Passport Renewal

US consular website in Milan indicates 3-4 weeks processing time from submission and notes actual renewals are done in US.

But domestic US Gov't website says normal processing time for renewals done from within US is 12-18 weeks.

Big difference in times.

Does anyone have recent experience with actual times for renewals initiated in a US Consulate in Italy?
