Another TAX question?

I have read a number of posts in reference to the taxation obligations for non-EU permanent residents. However, I was wondering if one has a permesso di soggiorno but does not stay in Italy for more than the required time, I think 180 days, is one still required to pay tax in Italy assuming they left the EU?
