Elective visa , insufficient income

Hello everyone,
I'd like to apply for the elective visa, but i don't have the required amount of income.
Is the potential of withdrawing from assets considered as income? I do have sufficient investments.
I'm not old enough to receive social security.
I would like to know my chances of getting approved before i get my condo ready for rental, pack my bags and go rent an apartment in Italy.
I doubt potential rental on my property here can be considered a form of income, or can it??
Yes, i have called and emailed the embassy, but no response.
Does anyone here have or have had the same problem, or know of a similar case?
I 'd appreciate any suggestions.
