Permesso health insurance requirement

We have our elective residency visas. Our consulate did not require proof of health insurance. It is my understanding - please correct me if I’m wrong - that private Italian insurance companies will require us to be residents, so we cannot buy insurance from them for this purpose. Can we go with travel insurance? Has anyone successfully used it to apply for residency? Thanks
