Comuni and town

I am trying to decide between 2 different towns in Puglia to apply for residency and citizenship through Jure Sanquinis. My ancestral town of Bisceglie where my relatives are or Monopoli where I have a friend who owns a Villa. He lives in California, but I can rent it for a few months. One of the main factors would be the ease of dealing with the local comuni. Has anyone dealt with either of these comunis? I don't speak Italian (at least not yet) so my relatives could help me there, but renting from my friend could be much easier for now. Also if there's an expat community in either of these towns would be helpful. Any help or insight would be appreciated, grazie!
