Best places to live without a car in Abruzzo or Molise

Hi, I am interested in moving to Italy. I have spent a lot of time looking at properties in the areas of Abruzzo and Molise. I would prefer to be close to the sea by 25km or less. I would not have a car (at least not right away) nor an Italian driver's license (takes a year right?). Where are some good options for me? I would love and appreciate advise on this.
P.S I also have a dog, so a veterinarian would be needed.
