Carta D'Identita

I have my Citizenship completed. I have an appointment to apply for my Italian Passport in Aug 2022 at the Los Angeles Consulate. I have obtained my Fiscal (Tax) Code.

What remains is my ID Card. Best I can determine it can only be applied for and processed within Italy, not at a US Consulate. Is that a fact, or is there something I have missed that provides a way to get the National ID card from a US consulate. The one odd thing that confuses, is that the San Diego "honorary" consulate has been identified as able to take the biometrics of a person, and I have assumed (right or wrong) that the biometrics are only used on the National ID card. Am I wrong and does the Passport also require the biometrics to be collected?
