Traveling and renting with a tiny dog

In exploring the possibility of a permanent relocation to Italy, we are thinking that it would be a good idea to explore multiple regions and do longer term rentals as we wander to get a feel for life and the locals. This would mean that we would have our tiny dog as we travel. We carry him in a sling. Is that allowed on public transportation? Outdoor dining? Shopping?

Another question I have is in regards to longer term car rental. We are intrigued from afar by Basilicata and Puglia, and it seems necessary to have a car to explore these regions- any experience or advice on that would be helpful.

I have a million more questions- but let’s start with these.
