Is there a workaround

We are US citizens and ready to move to Italy but are facing a Catch 22. To obtain a long term retirement visa my understanding is there are several steps to take, one of which is acquiring a long term lease on a rental property we intend to live in. However, we have been told that we MUST fly to Italy secure the lease then present that and all our needed documentation to the Italian consulate that serves our area in the US, which means we have to fly back. The catch is the consulate appointment scheduling is backed up due to Covid. Is there a work-around where we can fly to Italy, secure our rental lease and take that and all the other required documentation to the correct governing body in Italy? We know we can show documentation that we meet all the other requirements.
