To dual citizenship or expat?

Hey there,

I'm in the process of getting my Italian passport thanks to family ties. The plan is to move over to Puglia late next year. I've been seeing this 7% flat tax scheme but it seems to be for expats only? Would it be worth holding off on the dual citizenship to take advantage of the scheme or are there other schemes for dual citizens that move to the south?

Any light shed on this would be greatly appreciated.
