We are Americans with Italian citizenship retired and living in France. We stayed in Italy, and while there we were enrolled in the local ASL, but we are not entitled to any pension in Italy. Similarly, we believe we are also not entitled to Italian health cover while living outside of Italy.
To get cover in France, we need to show that we are not eligible for an S1 from Italy, but we do not know how to do this. Perhaps you apply for an S-1 and receive a denial letter? We do not know, but have heard we may need to go in person to the ASL where we were once registered, let them know we are no longer resident, and apply for the S-1. At that point, we would be rejected and receive a rejection document. But, we don't know for sure, also we don't know where to go for forms, etc.
