Paying Italian Bills from the USA

We have purchased a house in Northern Italy recently. We tried opening a bank account locally, but got mired in red tape. We are back in the USA now, but still need to pay some bills (like the tax bill). We have a WISE account (international banking account), but we do not have an IBAN number. My husband is going crazy contacting banks that say they allow non-resident accounts, but when all is said and done, they really don't.

Can anyone recommend a way to get an IBAN number or can anyone recommend an Italian bank that will provide an account for non-Italian residents?
