Is anyone having problems getting a PDS as a British Expat?

My husband is Australian/Slovakian so he has right of abode in EU, and I can join him as his wife........ I've been turned away from my appointment at the questura because I have a UK passport?!?!?..... Anyone experienced the same issue / have a solution or advice for me?
