Insane price of heat

Hi I just moved into my flat on 5/2/23 and so far I have used $24.50 worth of gas which translates into a monthly gas bill of $367.00 far more than the estimate I was given by the management company. When I notified the estate agent, he said to conserve heat. It's always cold in the flat as it is! Seems like a disaster. Is anyone else having this problem? I'm in a 40m apartment.
