Elective Residency Visa Granted in Italy

I recently read on another forum that one can now obtain an elective residency visa while in Italy. Does anyone know if this is so? No offense, but please don't give me your opinions. I would like comments from those who have obtained their ER this way or know of someone who did. Thank you!
