Long term lease / No residency status

Does dual citizenship (US/Italy) allow me to have a long term apartment lease that I would occupy for less than 182 in any one year (to avoid income tax liability) My principal residence would be outside Italy and the EU/Shengen zone. If so, can those 180 days or so be used consecutively and/or randomly under this scenario?
