Americans or Brits living in Taormina , Sicily, Italia

Does the 7% "Retiree" tax also apply to living in Taormina? I do believe there are less than 15000 people living there full time? I wonder what life is like there for expats in the winter time. What is the weather like in winter? I need to live in a place near the sea. I need to know there is a bustling town within walking distance of where I live. I don't like to drive often, So I would like to be able to walk to the supermarket, restaurants and bars, etc...
