Getting a visa

Since the first step in getting a long term visa is applying to an Italian Consulate. Ours would be in San Francisco. But every time I try to schedule an appointment online, a message announces that no appointments are available and to try again later. That happens over and over, no matter how many times you try. This seems like an insurmountable Catch 22 nightmare. I’m about to just move there without a visa, and just hope it goes unnoticed. Any suggestions?
