store credit cards US to KZ

I ask whether there are stores in Almaty (I tried Saks and failed in this respect) with US offices, where I may buy in US a credit card to send to friend in KZ for his use at the store there. The analog would be the pre-paid Amazon gift cards which provide immediate credit to the recipient. Many thanks for your help!
