Ex-pat sportfishing charter

What does it take to be, own, run and offer fishing/cruising/diving/family picnic/day cruise charters out of Kuwait. Would it work and get enough business to survive?
The retail cost to the ex-pat is 6 people at $2000 for a dawn to dusk charter. roughly $300 per person for bait, ice and tackle. Customer brings their cash, snacks and drinks and meets the boat at the dock. well would it work?
