Working & Living in Kuching

Hi all,
I have a condo in Kuching, but I live and work in Singapore. I would like to shift over to live/work full time in Kuching (I can set up my business from home). A few questions, which I can’t seem to get clear answers on:
1) Can I, as a foreigner, start a business (Sole Proprietor, etc) in Kuching? The websites I’ve checked seem to say only a citizen or PR. If I start the biz, I would hope I can then apply for Employment Pass under this biz. Does it work like that?
2) I may have an opportunity to partner with someone who already owns/runs a biz there. Can I invest in this biz and become part owner? Will that allow me to have a Work Pass? And eventually, would that allow me to bring my wife and kid on dependent pass?
3) Any other info / advice related to this would be much appreciated
