Where is that place that's just the right fit?

Hi! I'm super glad to meet folks who have real answers to questions that are hard to find online - I'm hunting the perfect beach with white sand, some waves but clear warm water, where the cost of living is reasonable, not too far a flight from USA east coast, and where real estate is affordable either renting, or buying. Where internet is good and stable, where I can have my guitars, my laptop, and nice TV, in an area with low crime. And where the cost of living is say .7-.8 compared to USA(1).
