Water supply

I have been researching different places to live in Mexico, and it seems like there is a water supply issue in Oaxaca. Can anyone confirm if this is the case? Also, could anyone tell me if there is this same issue in Rosariro, or if the water supply is not an issue in Rosarito? Thanks!
