Retirement near Guanajuato, NOT in expat community?

Hi folks. I speak Spanish pretty well and am considering retiring in México. I have fond memories of Guanajuato, but that was many years ago. I *think* I would prefer to live among the general population rather than in an expat community, but is there any reason that that would be a bad idea? For. example, is it safe? Also, I was hoping not to have a car, to rely on public transport to get around (I can walk to reach anything within 2-3 kilometers). Are the streets reasonably friendly to bikes? Is power and Internet access reasonably reliable? Do you think using a service to relocate is a good idea even if you plan to take very little stuff? Thanks for any help.
