Permanent Resident Application

Hi folks -

I've been a temporary resident for the requisite 4 years and am now applying for permanant residency. I am applying as the spouse of a mexican citizen, same as when I became a TR (they wouldn't grant PR status at the time because I was "Too young"). I'm confused about the apostille process. When I came over as a TR they accepted my marriage certificate without an apostille. Now it seems they need one? I'm getting conflicting information about how that is done. Do I really have to go back to CA to have the Sec of State do the apostille or can it be done somewhere in Mexico? There are services on line that claim to be able to do it but they aren't consistent is what they say has to be done so I am hesitant to give them money.

So question #1 is how to get an apostille.

Question #2 is have I misunderstood this whole process? It seems to me that they should have me in their system and be able to track me from canje to TR and just require the application and proof of payment of fees to issue a PR card.
