Oaxaca vs Veracruz vs Zihuatenejo

I have lived in Latin America in the past. I miss this culture and also appreciate many things about Mexico. I have been away for almost 30 years. Now, I am inquiring as to the quality of life for an American expat of very modest income. I am considering locations that are known for including the African diaspora, such as Oaxaca and Veracruz, but I also have visited the region around Zihuatenejo, and would love to hear from others who have experience in these three regions.
