Dog to Morocco?

Hello, I have a big border collie german shepherd mix and am deciding whether to bring him to Morocco. Any advice would be much appreciated.

Some background info:
* We'd be living in Tetouan and would have no yard. In the States we do have a yard.
* He needs tons of exercise and likes to play with other dogs
* We usually go to dog parks or I run him
* I'm a female and would probably take him on walks and runs by myself in Tetouan or in Martil by the beach.
* On occasion my husband and I will want to travel and I'd need to find reliable dog care, ideally in a human home and not in a kennel.
* If I do not take him, I can send him to my brother (across the country in the States)

Thanks so much for any advice you might have!

I am thinking on one hand I made a commitment to keep him for life, and he'd be good company for me in a place where I will only know my husband. But on the other hand, in a country where dogs are not loved, it could be hard for me to give him a good life.
