US SSA Benefits Letter

After living in Colombia for more than 10 years I have relocated to Peru. This time I plan on doing it right and actually get legal residency. In so doing I need to get a hand-signed benefits letter from the SSA. This is what I have come up against, so far:
1st) I called and spoke with a woman, Calita/Calida/whatever, and she had no idea what I was asking for. (Seriously? She works for the SSA and doesn't know what a signed benefits letter is?) Anyway, she told me she would do some research to find out what exactly I would need.
2nd) Two days later I called back and spoke with her again (there are only 3 people at the SSA who answer international calls). She told me she had spoke with several people and none of them know anything about getting a signed benefits letter. (Again - Seriously???) She told me she would continue to research this, I asked if I should call back again in a couple of days and she said, no, she or another SSA person would call me. (I won't be holding my breath waiting for that return call.)
So, now I need to ask the community - who has any experience with obtaining a signed benefits letter from the US SSA in recent months? What was your experience? Any suggestions for moving forward? (I need this and then I need to get it apostilled).
