health care and in country time requirements for both US and New Zealand

1. I would plan to go back and forth to the US at least for the next few years and wish keep my US home. I am most concerned about the requirements for time spent in New Zealand (required 184 days for each of two years if I am granted a Partneship Based Residency Visa) and what I have been told is a requirement of US Medicare that I stay 50.4 percent of my time in the US to reman eligible for US Mediare coverage. I am trying to keep my options open for health care coverage in both the New Zealand system which I shoud be eligible for If granted a Partnerhship based Visa, but also be covered in the US, (I have looked into so called Expat insurance but that is exorbitant)as I will be travling there for longer periods of time. Does any have experience with my situation?

2. Taxes: who do you use to prepare taxes when there is both my retirment income from the US and my wife will have employment and salary in New Zealand?
