The University of North Dakota, North Dakota USA, has an online Norwegian course. Disclaimer: I have NO affiliation with this university BUT I have taken this course. I work in distance education.

In the spring semester (starting January 2013) they offer Norsk 102. Summer they often offer Norsk 101, and it can be expected to be offered in Fall '13.
This course is completely online with a few caveats:
1.) This is not a 'self-paced' course
2.) You must locate a proctor for proctored exams. I chose a work colleague in the past, but will use a local school in the future.
3.) The book is written for relevence to Middle-aged or younger Americans. It is sutible for any English speaker, however you may need occasional explanations from a classmate.
4.) There are fees associated with this of about a thousand USD, coupled with under 200USD in books. The books are great, and I still use mine on a regular basis.
5.) There are speaking components, so be prepared to have access to skype and a decent headset.
After taking this course, I was prepared to jump into Norway's (really, Eurpope's common language framework) A1 level, solidly and A2 level with some difficulty. This means whereas most start in the 'new beginner' course, I could actually get some structured learning in.
At the end of this course, you could understand anything in present tense well enough to inquire about words you don't know and describe objects where you lacked specific vocabulary. Past tense is introduced and lightly emphasized.
I recommend this course to anyone preparing to move to Norway. For me, it was a life saver!
