Family Immigration. American married to Norwegian

I am an American married to a Norwegian. However, we seem to be hitting walls concerning attaining any permanent status for me to be in Norway.

We are extremely in love and simply want to be together. We travel a great deal around for work, but when in Norway we are limited to just 3 months together.

We have contacted UDI and it appears that I am required to stay in Norway for 9+ months, or the duration of the spouse visa process. Is that true? Is there any way around that? With those kinds of rules, it seems my wife and I will never get to really be together! I am besotted at the thought of not feeling human together, and my always being treated as an alien, or second class citizen, in a country I love so dearly. I have learned the Norwegian language, I have Norwegian family, and I much desire to stay in Norway longer than a tourist visa allows to be, with my dear family.

Is there not the possibility of applying for a family immigration visa, while i am outside of Norway? And if so, once UDI has approved, what is required of me? Need I be in Norway after that?
