Formal job offer taking long to come

Hi there. I got an informal job offer from a university in Norway. This was more than a month ago and so far no sign of the formal version. Sometimes I contact them and they keep assuring me that they will make the formal offer eventually. I wonder if this long processing time is normal for Norwegian universities. Thanks for any comment.
