rules abt not being married and living with somone

My partner is thinking of taking a job in Muscat in a few weeks time. Although he has been separated for 7 years he is not divorced. I am divorced and want to join him in Oman if I can. Can you please advise if this will cause problems as I've read that this may be illegal?
