Wire Transfer Declined by the Fed

Yesterday I sent an International Wire Transfer from my US Bank to my Attorney's Bank in Panama. Something I have done may times before about a year ago. This time is was declined by the Fed saying Panama is on the list of countries banned from sending money to. It was less then $1000. Has something changed recently?
