Updated Residency process

As a US citizen, in recent months I've been researching the benefits and relative "ease" in getting a 2nd residency in Paraguay. There are many online sources, other forums out there that touts this, and earlier Expat forum posts (dated 2010, 20111) on this topic have shed light on this:

1) You can apply for citizenship after three (3) years, after

2) Required deposit of either $5K or $5.2K in a bank - which bank??

3) After 6-8 weeks, you're provided permanent residency permit and cedula (National ID)

4) If you're not in country at that time, your lawyer can pick them up under power of attorney and send to you

Can anyone report if this "process", if these steps align with the current reality on the ground?
