I want to live in Paraguay

Hi, I am a German Citizen but for 20 years I have been permanent resident of USA. I returned my Green Card and for now I live in Brazil. But I don't want permanent residency in Brazil. I want it in Paraguay. I want to get a small farm in Paraguay not too far away from a city, and also try to start up an affiliate of my software company, perhaps employing smart Paraguayan software developers. Yes, I want my Paraguayan permanent residency, and I want it fast. But I really care to settle there too.

I have many questions. I have your list of immigration attorneys, so I will go with some of them. But any opinions on the subject are welcome. Any Germans? I read that this police report is required. I can get one from via the German Consulate in Rio de Janeiro, but it takes time. Are there ways to avoid all this waiting? I was married in Germany and am divorced in the USA. The divorce has not yet been homologized in Germany. Do I really need this divorce paperwork if I want to get Paraguay residency without claiming any dependents or matrimonial benefits?

My new partner is Brazilian, and she would also want to become a resident. But there is no need to apply under me. More importantly, she has a daughter of 10 years and she needs to know what paperwork will be involved in order for the daughter to attend school. I know officially to move to Paraguay she would need some sort of parental travel authorization signed by the father, but the father is crazy and dangerous and would never lift a finger to do anything for his daughter or sign any authorization. So the question again is: how much is this stuff really important? Here in Brazil one can live pretty much without being questioned about anything. But to sign up for school there, it might be a problem?

What if my partner applies for permanent residency alone, not trying to get the daughter on the application. But then the daughter just lives with us. Will this be an actual real problem or can it remain a theoretical problem only?
