What are the concerns for entering Peru at this time?

My plan is to enter Peru just after the beginning of the new year, coming from Ecuador and starting in Tumbes. The US State Dept website is full of warnings, but then they do tend to overblow things, I think. So, for you all who live in Peru, what's the current state of things for somebody visiting and looking for a potential new place to live?
