Flight Prices From Japan To Cebu

Does anyone really know about current prices for traveling from say Kansai or another close by Tokyo airport to Cebu or Manila that is cheap? I know that airlines online inflate prices high but in person the actual prices at the airport counter is cheaper. Months ago I saw a flight from Japan to Cebu for $138 one way but today it is $498 online. Can anyone help to allay any fears I have about this or is it really true. Can anyone also offer advice on what to do?
