Good builders in Tagaytay

Hi All,
If you wanted to build a house in Tagaytay which was designed by an outside architect (say from Australia) how does one go about finding a good builder that one can trust will be doing a good job and to specifications?
Is it better to have an architect do the designing in the Philippines and have him pick the builder or at least run the bidding process if one goes out to tender?
BTW I built a large house in Bali so been there-done that :(
