Second Hand Car Purchase

I am thinking of settling in Cebu and also having my own car to get around.

Is it a crap shoot in the Philippines or do you have people like the Australian Auto Club that will check out a car for you prior to purchase?

What would you do if you knew very little about cars other than where the petrol goes to be sure you are not buying a lemon?
