concering staying in the Pilippines

i was thinking of moving to the Philippines and marrying my gf there, i was told that i should have a letter/note form my local police here in the states showing i'm clean, not wanted. also a not/letter from my doctor also saying i'm clean. when would i have to show these to someone there?? or do i need a note from a doctor there? would it be when i am applying for extended visa? any help in these questions is appreciated. thank you
