Corruption

In my experience of working for the Public Service of Canada as a Policy Advisor tasked with cleaning up corruption in the on-Reserve Aboriginal community, it was my experience that all the corrupt band councils were ashamed of their corruption , but had no way of ending it by themselves until I came in. It was an easy job in most cases since they were willing to tell all. The game of subterfuge exposed, the recovery determined, and then the claw back of the funds sometimes taking 10 to 15 years. I used a gentle approach so an not to create a black hole of debt. The band councils and members were relieved, They had paid their debt and began running an honest organization from that point on. There were some die hard's which made death threats against me, but they were quickly put in place by their own. I averaged about $1,000,000 a rear in recoveries and one year $2,200,000. My point is most people want to be honest, and will only hide acts they are ashamed of. There never was any history of Public Service in the Aboriginal community. That's a European invention. It's not so different here. Was their a history of Public Service before the Spanish or the Americans arrived? There was only the true Aboriginal Filipinos. Pinoy's crave the end of corruption. They want to hold themselves up and hide nothing. Before they can do that there has to be a massive purge. People are going to loose face. What is hidden must be exposed. If not, the the status quo will only degenerate further. Ironically, the US with its long history of Public Service is in much the same position, just a lot richer.
