How much money is legal outside the country or in a bank?

Can you have more than $10k outside the US as long as its NOT DEPOSITED IN A BANK?(WITHOUT having to fill out a FACTA FORM)

Or do you have to fill out the form if the money IS NOT deposited in a bank?
Let say you deposit $9,500 and keep the rest UNdeposited?

2) Can you have more than one account with lets say $7 and eight K? Without having to fill out the forms?
Does an accountant or someone out there know what exactly is ok?
