Getting pain medication in the Philippines

I have severe degenerative disc disability and have been on pain management therapy for about 12 years. I take high doses of fentanyl patches and oxycodone tablets. I lived in Manila for almost 2 years while working on my wife's visa and was required by my doctor to follow up in person every 3 months. Flying back and forth destroyed any savings I may of had from living there. Not to mention how nervous I was every 3 months traveling internationaly with 3 months of narcotics in my carry on. One scare in Korea was not fun. I am considering moving back full time, but don't know how I would manage without medications and can't afford to travel back and forth. My cousin tried shipping my meds, but Fed Ex confiscated one pkg and threatened to have him arrested even though their corporate office said in an email as long as I disclosed what I was shipping and had Philippines customs approval (which I obtained) that was a mess. Ideas? Experiences? Thanks in advance.
