Relatives Borrowing Money

I've been here going on 2 months and have been asked to borrow money 3X. One nephew asked if I have credit card availability, twice for hospital bills. The latter, I gave in and gave PHP 30,000 to assist for my sisters surgery. The other I just flat out said NO. I moved here because the cost of living is lower. But, it's not turning out to be that.
