Children accompanying on a fiancee Visa

OK folks,

I've looked around and haven't seen anything on this subject. Here's what's going on...

My girlfriend is currently going through the annulment process and we hope it will be completed by about the end of the year.
Once it's completed we will immediately apply for a fiancee visa.

I've been informed the Visa could easily take 5 months to obtain.
If we apply for the Visa in say February and it does take 5 months, then we would not have the Visa in hand until July.

My girlfriend has a 20 year old daughter. The daughter will turn 21 years old on May 29, 2017 and, based on the above scenario, while we are waiting for the Visa to be issued.

The question is... does anyone know if the daughter will be allowed to accompany her mother if she turns 21 while we're still waiting for the Visa to be issued?

Can anyone tell me where I might find the answer in writing?
